Licensing & Permitted Use

Can I use EOxCloudless 2016 data commercially for free?

Yes, the 2016 vintage is published under the CC BY 4.0 license. You may use this data as an embedded basemap in commercial mobile apps, B2B portals, video templates, and websites, provided you:

  • Comply with the required attribution.
  • Accept that the free public tile endpoint offers no uptime Service Level Agreement (SLA).
  • Do not resell or redistribute the raw source tiles as a standalone GIS dataset.
  • Accept that a Fair Use Policy applies.

All mosaics from 2018 onwards are released under CC BY-NC-SA 4.0 (or proprietary commercial terms) and require a paid commercial license for any commercial use.

What counts as "non-commercial" use for the newer (2018+) public layers?

Non-commercial use includes personal hobby projects, educational tools, non-profit academic atlases, and pre-release testing.

  • Monetized platforms & agencies: Internal government agency use, B2B portals, and freemium/paid apps do NOT qualify for non-commercial access and require a commercial license.
  • Content creators & side projects: Personal tools supported only by voluntary donation links (e.g., "Buy Me a Coffee") or minor affiliate links may qualify for non-commercial status upon review, but any exported derivative videos or media will remain subject to the ShareAlike (SA) clause.

What does the standard commercial license cover?

Our standard commercial license provides a perpetual, one-time fee license with worldwide coverage. It permits:

  • Displaying the imagery as a background map in web applications, SaaS platforms, and mobile apps.
  • Packaging tiles for offline use inside client applications (e.g., flight tablets, marine navigators).
  • Hosting tiles on your own internal servers or CDN.
  • Unlimited end-users, offline pack downloads, and concurrent devices.

Restriction: You cannot resell, sublicense, or redistribute the source mosaic as a standalone dataset or tile service.

Technical Delivery & Regional Coverage

Can I purchase just a single country or regional extract instead of the entire globe?

For our pre-rendered Viewing Ready basemap, we only provide the dataset as a complete worldwide package. Regional subsets are not available.

If you require regional subsets, you can have a look at the Exploitation Starter product. It provides regional subsets as GeoTIFF TileDirectories starting at €1,500 excluding VAT depending on the country/region. It is not available as SQLite map cache or GeoPackage though.

What file formats are available for offline and self-hosted deployments?

  • Viewing Ready (most common option): delivered as SQLite map cache or GeoPackage.
  • MBTiles: we can deliver the complete worldwide Viewing Ready mosaic in MBTiles format for an additional data conversion fee of €1,000 excluding VAT.
  • Exploitation Starter (regional subsets available): delivered as GeoTIFF TileDirectory.

Can our mobile or web app cache tiles and save offline packs?

Yes. Both standard in-app network caching and user-initiated regional offline pack downloads are fully permitted under the commercial license, as long as the tiles remain embedded within your application environment and cannot be extracted as raw data by end-users.

Do you offer very high-resolution (sub-meter) satellite imagery, and can you mosaic it with your EOxCloudless dataset?

We do not offer very high resolution satellite imagery as an off-the shelf product. However, we can obtain the data for you and mosaic it based on your requirements. Please contact us at cloudless@eox.at with a description of your project and needs.

Endpoints, Traffic & Reliability

Can commercial applications pull from the public WMTS/WMS endpoints?

  • 2016 Layer: Commercial apps may access the free 2016 endpoint under CC BY 4.0, provided traffic is reasonable. Please bear in mind that this service offers no uptime guarantee, rate assurance, or SLA.
  • 2018+ Layers: No. Using the public WMS/WMTS endpoints for commercial production apps is strictly prohibited. Commercial use requires purchasing the offline cache or subscribing to a dedicated hosted endpoint.

Are there hard limits on the public tile services?

We do not publish any specific numeric limits, but our servers will automatically slow down or temporarily block sudden traffic spikes.

To keep your app running smoothly on our free endpoints, cache tiles on your own CDN or device, and spread out your requests rather than sending large batches all at once.

Pricing, Updates & Independent Developer Options

How much does a standard commercial license cost?

  • Viewing Ready 2025 (latest global mosaic): €6,000 excluding VAT (perpetual, one-off payment).
  • Viewing Ready (prior years 2018–2024): €5,000 excluding VAT per vintage (perpetual, one-off payment).
  • Exploitation Starter (regional subsets): starting at €1,500 excluding VAT per country/region
  • Format Conversion to MBTiles (Viewing Ready only): additional €1,000 excluding VAT.
  • Dedicated Hosted WMTS/WMS Endpoint: €6,000 excluding VAT per year (includes production SLA).

Do you offer indie developer, startup, or pilot pricing?

Because our commercial licenses are perpetual with zero per-user, per-seat, or per-device caps, we do not currently offer automated startup or pilot licensing.

You can build, test, and validate your product using our free non-commercial testing endpoints, or deploy commercially using the 2016 CC BY 4.0 vintage.

Are annual imagery updates included?

No. Each purchase covers a specific annual acquisition perpetually. If you want to update your basemap to a newer release year in the future, it needs to be purchased as a separate dataset.

Attribution & Screen Display

What is the required attribution text?

Attribution must be visible whenever the imagery is shown:

EOxCloudless https://cloudless.eox.at by EOX IT Services GmbH (Contains modified Copernicus Sentinel data “year”)

Where does the attribution need to appear inside an app or export?

  • In-app / Web display: The attribution should be visible on the map interface. In compact mobile UI designs, displaying the attribution in an on-click pop-up or in the app information is allowed.
  • Exports, screenshots, and videos: Any static screenshot, video export, or printed output generated by users that contains EOxCloudless imagery must have the attribution visibly embedded directly on the media.
